Overview
A CSO can submit an Unsolicited Concept Note note for consideration to a UN agency in the absence of a CFEI for consideration for a partnership opportunity.
Why is this functionality required?

As those working on the ground often have firsthand insights into challenges and potential solutions, providing a platform to submit unsolicited concept notes promotes creativity and innovation.
- Streamlining Communication: The UN Partner Portal serves as a centralized platform for communication and collaboration between civil society partners and UN agencies. This functionality streamlines the submission process, making it more efficient and organized.
- Flexibility in Project Proposals: Civil society partners have the flexibility to propose projects that may not fall within predefined categories or solicitations. This allows for a diverse range of initiatives that may address emerging issues or unique local needs.
- Transparency and Accessibility: The process outlined ensures transparency by guiding partners on how to submit concept notes, track their status, and respond to any notifications. This transparency is crucial for building trust and fostering effective collaboration.
- Opportunity for Direct Selection Partnerships: The functionality allows for the possibility of direct selection partnerships. If a submitted concept note aligns well with a UN agency's program strategy and funding availability, it may be converted into a direct selection partnership, providing an expedited pathway for collaboration.
- Efficient Handling of Responses: The system provides a clear mechanism for partners to accept or decline direct selection partnership offers. This helps in managing responses effectively, allowing UN agencies and partners to proceed with mutually beneficial collaborations.
- Adaptation into New Partnerships: If a direct selection partnership is accepted, the functionality facilitates the process of adapting the unsolicited concept note into the basis of a new partnership agreement. This ensures a smooth transition from the proposal stage to the development of a formal partnership.

Positive Flow
Unsolicited Concept Note:
Objective: Ability for a CSO to submit an Unsolicited Concept Note for consideration to a UN agency in the absence of a CFEI for consideration for a partnership opportunity.
- Go to “Your applications” in left panel and click on it.
- Select the tab “unsolicited concept notes” Click on the top right button “New unsolicited concept note.”
Note: After selecting the “Unsolicited Concept Notes” tab the organization needs to click on the “New Unsolicited Concept Notes” button in the top right to submit a Concept Note Template successfully.
Enter the information requested:
- The name of the UN agency the organization wishes to collaborate with.
The project title, the project country location, the sectors, and areas of specialization it will contain
- In this step, the organization will identify the project location on the map. The option to choose "Add New" is available for adding extra countries and sectors as required.
- Click on upload file and attach the concept note document.
- Click “confirm” to assure the profile is up to date. Click “OK” to continue.

IMPORTANT: The organization must now upload the concept note completed template as provided by the UN agency to whom the UCN is being submitted. The organization has successfully upload and complete the submission of the unsolicited concept note The organization may now return to the “unsolicited concept notes” tab to see the concept note displayed in results
Edit Concept Note Application:
- On the left navigation bar, click on the ‘Your Applications’ icon to access the applications you have submitted page. Click on the application ‘CFEI ID’ that you would like to edit.
Note: In the ‘Calls for Expressions of Interest’ tab you can use the filters to find your organization’s application. When you click on the application ‘ID’ you will be directed to the CFEI overview page.
- Click on the ‘Concept Note Submission’ tab to review the submitted concept note.
- Click trash can icon to delete the concept note. If you are sure you want to delete the concept note, click Yes, Delete.
Note:
- You can only delete your concept note application prior to the submission deadline of the CFEI.
- You can re-submit a new concept note, but only as long as the CFEI application deadline has not passed.
